Whether the attitudes of the public in regards to democracy is as important as that of the political elites is an issue that is open to question. Whilst earlier democratic theorists believed that a widespread popular commitment to the fundamentals of democracy was vital to its survival, more recent theory suggests that political elites are largely able to manipulate the political attitudes of the non-elite masses and thus hold considerably more influence in ensuring the success of a democratic regime. Bachrach writes in his critique of democratic elitism: “the empirical finding that mass behaviour is generally in response to the attitudes, proposals and modes of action of political elites gives added support to the position that the responsibility for maintaining the ‘rules of the game’ rests not only on the shoulders of the people but on those of the elites” (p48 Bachrach 1980). He goes onto to discuss the ideas of David Truman who argues that power within a democracy rests largely within a intervening structure of elites who hold positions of power in organisations such as large corporations, trade unions, churches, political and professional organisations. The stability of a democratic regime rests on the ability of these groups to work together, rather than on the masses of ordinary people who hold little real influence within society and rely largely on the elites for political direction. This consensus of elites, suggests Truman is a positive force as “being more influential, they (the elites) are privileged; and, being privileged, they have, with few exceptions, a special stake in the continuation of the political system on which their privileges rest”
